DOD's Bold Move: Implementing a Cyber Workforce Strategy (2023-2027)

On August 3, 2023, the Department of Defense (DOD) unveiled a comprehensive plan for implementing its Cyber Workforce Strategy for the years 2023 to 2027. This plan sets the foundation for how the DOD will foster a cyber workforce capable of executing complex and varied missions. Here's a summary of the plan along with three interesting points that stand out.

The DOD Cyber Workforce Strategy Implementation Plan aims to ensure that the department deploys an agile, capable, and ready cyber workforce. It focuses on four main goals:

  1. Execute Consistent Capability Assessment: To stay ahead of force needs and ensure that identified needs reflect environmental demands.
  2. Establish an Enterprise-Wide Talent Management Program: To better align force capabilities with current and future requirements.
  3. Facilitate a Cultural Shift: To optimize department-wide personnel management activities.
  4. Foster Collaboration and Partnerships: To enhance capability development, operational effectiveness, and career broadening experiences.

The plan also includes specific objectives and initiatives under each goal, with a focus on identification, recruitment, development, and retention.

Three Interesting Points

  • Emphasis on Diversity, Equity, Inclusion, and Accessibility (DEIA): The plan aligns with the DoD DEIA Strategic Plan for FY2022-FY2023, ensuring the inclusion of professionals with diverse backgrounds, skillsets, and thought processes. This fosters innovative solutions to cyber problems.
  • Pilot an Apprenticeship Program and Talent Exchanges: Under Goal 4, the plan includes piloting an apprenticeship program to develop dedicated employment exchanges with the private sector. It also aims to leverage talent exchanges to attract experienced talent and provide career broadening opportunities for existing cyber workforce members.
  • Championing Remote Work Flexibilities: The plan recognizes the need to expand opportunities across the cyber workforce by championing remote work flexibilities and policies. This is part of the broader goal to establish a Cyber Workforce Development Fund to accelerate implementation activities and enable training throughout to match demand.
The DOD's Cyber Workforce Strategy Implementation Plan is a proactive approach that sets a roadmap for the advancement and unified management of the cyber workforce. It not only addresses the immediate needs of the department but also looks forward to the future, ensuring that the U.S. remains at the forefront of cyber defense.

With its focus on diversity, collaboration with the private sector, and flexibility in work arrangements, the plan breaks the mold of the past and changes the way the DOD identifies, recruits, develops, and retains cyber talent.

The threats to our nation don't sleep, and the calling to defend and protect our nation's digital battlefield is more important now than ever before. The DOD's plan is a significant step in safeguarding the nation against current and future cyber threats.
